Why is that? Simple. While FCCPT requires a certified translation of sections of the syllabus, IERF requires everything translated in syllabus, except for the bibliography. That requirement can be costly indeed. Let us take an extreme case. There is a university in Colombia, Universidad Manuela Beltran, that issues transcripts with 850 to 1700 pages.
